Not sure if this is known but the new messages counter shows there is new messages, but looks like there is no new messages. A player reported the issue, don't think UniverseView add-on causes the issue
please ask the user to disable all addons. I know this will most likely not be the cause for this issue, but with addons activated there are just too many possible interferences which make it hard to reproduce a bug.
Additionally, please ask the user since when the problem occurs and whether he always get 16 new messages displayed, or whether it started with 1,2,3,4,5,...
Also it would be interesting what happened before the bug appeared... Was there maybe one or more alliance applications? Did he not log in for some time? What other information can he maybe give us?
A screenshot is already good, but we definitely need much more information to understand what happened

Otherwise: How are the ranks configured in the alliance? do other players in the alliance have the same issue? Which types of messages were written or were it shared CR's or so?
The only information I got about it was that it happened for one player after he joined a alliance, I also heard from a SGO that strangely the issue disappeared for him after he tried another browser but cache and cookies cleaning failed, but that's not a guaranteed solution

The only thing i have in mind after reading your post:
When a new member join an alliance, all old and still existing alliance messages are loaded and should be displayed for that user. Maybe it get in conflict with a missing right !? @NoMoreAngel or @Shole can test it
