Reserve the resources of a constructions doesn't work

Hi!

I want improve one of tech level. I click to lock icon (PIN details onto the panel), then this appear on the construction tab with dark blue color.

But If is start any transport, or I simple click to the auto cargo icon (see attached picture), the reserved resources doesn't stay on the planet.

A reserverd construction is to calculate an already ongoing construction for missing resources. The older an account becomes, the more the player have to save resources in temporary constructions (instead of fleetsaving them).
