Give everybody by a war (honnor and dishonnor) zero points.

I'm rank 2 in military rank. A player with a thick defence about rank 200 in military rank and is Emperor.This would in principle not lead anywhere if I attack with star or something (because for example, defence is too big in stars/ratio).Then it would be a declaration of war by my Alliance to theirs to make sure I can rolling 24 hours a day in order to go get some honnorpoints. In this case 'the penalty' no longer counts.

My idea would be to divide the alliances better. Another advantage is (perhaps) that less fleeters concentrate to go in one alliance. On each world you do have some alliances that have the strong force majeure in the universe. If it were, I would also like to see that, in the event that wars and honorpoints come together, you get a bonus on your point because of the war. This would also have to stir up more wars. Because a war can have an advantage, the strong fleeters also go faster, I think, splitting up, lets you get a lot more equivalent alliances instead of that one alliance that only can be by defeated due dissolving.
