Inactive players with (I) are players who made account and never logged on it.
Attacking them is fully allowed and those attacks don'the count in Bashing, that means that you can attack them as many times as you want.

On RD there are several more steps e.g. never logged it it´s 1 day, never build sth. or not reached 1 point it´s 3 days and then those 35 days.
