      change the way you can get a moon .

      make a new research( moon maker) + new type of mission (moon formation ) . The player that wishes to have a moon, builds the corresponding fleet and send it using the special mission . The random factor stays, the mission can result in a moon or not but fleet is lost anyway.

      Give a new function to auction : you pay the desired amount of resources from 1% to 20% moon-chance , and you get a moon ( or not) with the same probability factor as today . Moons should be payed only with resources . The old way to get moons should remain too.
      There are some aspects : a player has his moon destroyed and he has the resources, he will try to use the resources to get a new moon fast . I'm sure some conditions or delay factors can be introduced - or not :P
      In order to prevent an explosion of moons at first stages of the universe, this can be conditioned by the level of a research ( for example graviton, astrophysics 11 etc )


      I say that there are too many new elements
      But the idea is good in essence : As players, we all can see the great advantage of others that have friends with moonshot accounts and you can't imagine how many pushings are done in this way . If you have no friends in universe, you will be forced to pay full fleet cost for every moonshot
