after 90 days the perma ban account can be moved to a holding server . so in the event that the ban gets removed.
the account can be placed back into the uni it was pulled from. and the player can resume playing in his or her uni.
this will free up planet slots and reduce v-moded clutter or ban clutter from the servers so the staff can correctly gauge the amount of active players in a uni. verses the ban or v-moded accounts in a uni. with out having to sort thru the perma ban accounts.
