Bug on Expeditions

I think I found a bug.

The game has left me send 4 expeditions, even when my astrophysics is only to Level 9.

I have reviewed the information astrophysics and has not changed, so I should only be able to send three expeditions.

Dear Joky,

I've been launching expeditions from that report, and always let me do 4 of them.

Even when my astrophysics is only at level 9. Therefore in theory should only be able to make 3 simultaneously.

I've been thinking it will be a bonus that gives the commander or any officer? to give a slot for more expeditions.

On page one fleet, now tell me:

Expeditions: 0/4

If my last suspicion is correct, please forgive my ignorance

Feature of 6.0.0 with activated admiral you get +1 expedition slot
