still some functions are missing there
The text field: there will be a sharing function in the final version. You can share the spy report with your buddy or in the alliance. There you and the others can comment the spy report. Same with combat reports.

The "attack" and "sharing" button on detailed espi report still don't work
(even with new report)

It's not easy to see the difference.
BTW is it expected that reports are marked as read even if you don't open it ?

yes
It´s a message stream now. In old version you don´t see the full message, just the subjects. Now you have short views and for spy report and combat report detail views. Which you (when it´s finished developed) maybe don´t really need for several cases.
Therefore yes it´s designed like that, compareable with many other state of the art messagestreams.
