See attached pictures. I hid the private datas with white boxes.
I have created 3 rules, see first picture. First and second rules of a moon, the third rules of a planet. The second picture is the Fleet 1 page. "Hagyományos célpontok" (old translated text) mean: "Standard targets". The problem, the first and second line are empty under "Standard targets" if I stay on a planet. Okay, I see, the 1st and 2nd rules of a moons, but this is ugly now.
2.
I stay on a moon. This moon has two standard targets settings, see rules in first picture. These rules are ACS defense.
I set to number of ships.
I click to first rules under the "standard targets" so ACS defense icon is visible on the "Next" button.
I click to "Next" button.
On fleet II "Next" button I don't see the ACS defense icon, so the routine is changed to "shipment".
Tested on Chrome latest and AGO 5.9.8.2 Beta and Firefox latest and AGO 5.9.8.
