I'm not very great in sims but I can somewhat understand the role you're creating here. I like it +1 more ships and variability for fleet combos would be cool

and the harbinger is also designed to come out with or just before the battle cruiser. to combat cruiser and bomber fleets.
a player from the .org boards made a small suggestion for this ship so here is the changes he laid out.

Ok since some one pointed out that since the harbinger has higher fuel cost than the destroyer the speed should reflect it.
so here it is and it shouldnt have any more changes.

Unfortenately i have to say that new ship implementations are not planed for the nearer future.
We will keep this idea in the "currently rejected ideas" subboard.
Although the chance is not that big there were some ideas in this area that made it into the game on a later point. -
