Google changes handling exstensions in Chrome 33 - Installing and usage is only possible from the Web Store. For details see sites.google.com/a/chromium.or…extensions-deployment-faq
If you want to use local stored extensions, you can enable the developer mode in the extensions page.
For questions etc use Chrome 33 - Exstensions only from the Web Store.
