Construction panel not counting resources on target planet

Since couple of versions back Construction panel no longer counts with resources already available on a target planet. I hope it´s a bug and not a feature

Current version 5.7.13, firefox 26 windows 8.

You can enable / disable each part to change the calculation - it's grey then. Click again onto "Stationed" for example

hehe , i was sure that "grey" shows for everyone "disabled" ;-)
