Hello,
Works fine for me - you have to enable changing the tooltip behave in "Skins & Usability" -
Not work for construction building.

This behave is intentional - With selected "Improve behaviour" you'll see the tooltip for ongoing constructions because there is no place to show the name.
Only if you select "Important only" it's also gone.
