- Add an input box to change the delay for the player / alliance / moon / planet tooltip

0 = OGame behave with a close button

>0 = delay to hide the tooltip if the mouse is not over the tooltip.

Skins & Usability:

Added feature settings "Delay for showing of tooltips with close button" and "Delay for hiding of tooltips with close button" to choose your preferred behave of the galaxy tooltips.
