block shipyardaccelerators

situation:
If you attack someone with zero activity+no fleet, and you came back to check and see that, you have an red report because the defender used an accelerator to make defending fleet

idea:
block the possibility to use shipyard-accelerators on all planets if you receive an attack. This to evade jumpgate ninja's and that you have no time to respond quick.

seems to be quite fair (until someone sends you the nice tiny little slow small fighter...)

To prevent just that, someone suggested that the shipyard-accelerators should be blocked no earlier than an hour before impact.

i don't like this suggestion .

Players should be able to use unrestricted the game's features .

All combats must have bit of "unknown" or else we can simulate and know 100% the outcome of a combat before it happens.

I'm so sorry but this not gonna happen.
So, this suggestion is rejected. GF doesn't gonna consider it as a possible implementation.
