Solution:
Make it necessary to have "Tactical retreat" turned off for a certain period of time (minimum 24 h).
Misuse: "Tactical retreat" turned off only on planets with no fleet.
Solution:
Make it necessary to turn off "Tactical retreat" on all planets.
Misuse: Turn off "Tactical retreat" and go to v-mode.
Don't give honour points for players in v-mode.
