empire view problem

Disabling empire view features doesn't actually disable it.
i want to use empire view as non-AGO version, like this

but even i disable features i get this unorganized ugly interface
is this a known bug ?

Well i saw yesterday that my conversations are reached the limit so i had deleted them, maybe thats why.
