Idea has many lacks, and this feature could be abused. So to avoid that, i would say no recovery but instead of recovery add 24 hours counter which says, "Your planet will be deleted in: HH:mm:ss." On that way player could cancel his decision, same like Relocation.

That was like that before. It is already on border with automatization so we won't improve it in any way. But you can use F keys instead of clicking on planets. Single F key for planets and Shift+F key for moons.

Well it is not a bug, there was always warning not to time ninja in 0 sec. Put 2,3 seconds difference between his return and your attacks, since server could lag and this can happen.
