    Remember: Declaring wars on honorable opponents only will also have its' issues. For example, right now, a powerful alliance can declare war on one that may not be honorable, but has annoyed them / copied their name / continuously crashed one of their members / whatever. If this change was made, they could no longer do that. Hmm. Tricky. Maybe GO Approval is the only option? I still disagree with the penalties. This is a matter of opinion, I suppose, but it doesn't seem fair to penalize players …

    Hi! In general, this seems like a really cool idea and improvement. I do have some comments on it. Most importantly, I do not agree with benefits and penalties, unless there is Game Operator approval involved or it is only possible to declare war on a honorable opponent. When we're allowing the winners to get benefits for winning a war, and we do not perform any sort of check on the alliances involved, I expect there'll be quite a few alliances that declare war on a significantly weaker alliance…
