I believe the honour system is there to help encourage the higher ranked players to go after those of similar rank and not just pick on the little guys, how ever there is one major flaw I see in this. The Honour system only includes those that are stronger or up to 50% below you in military rankings, with out including those HIGHER RANKED but with little military score. I'll give some examples.
