Since Mooons items are not worth in universes where DF % is higher than standard one.

730L.f. is enough on %70, for example if i am a player on %70, why should i use Moons item? its costing too much, if we want to fix this, it should be more cheaper than, normal fleet, thats mean , it should be discounted even 1667 LF price, on %30.

Indeed there is no incentive to get MOONS items at all since it actually hurts the player in many cases especially since DF's are not created. Why would one spend tons of DM on something that effectively hurts them? I sort of envisioned MOONS as convienance item, where you could use that instead of trading with another player, but as it is now one should probably always trade with another player if possible.
