    This is partially correct. In old versions there was a bug in Expos which gives to often the best results. The best results are now the same again, but the average it a little bit lower.

    Hmm...are you sure it was 18hf/16lc? because their small event results should be:
    Metal: 27.320-136.600
    and you obviously found less than 27.230 metal. I haven't ever experienced less than expected minimum, though - and i'm sending expo's from 2 accounts.
    If you're sure, there could be a bug for less-than-9k points expofleets.
